I believe that this newspaper is using the general public perception so as to increase readership. The popular sentiment towards the flu is a very defensive one wherein everyone is quick to react to the smallest developments. The language in the article is definitely biased and loaded and thereby does not offer a balanced perspective on things. A quote that can buttress this viewpoint can be found in the article, “"This is a life-and-death scenario . . . People are asking, 'How did the province not get it right?'" says Hoch”. This shows how the language is tilted towards favouring public perception.
